PHED is mandated by the Nigeria Electricity Regulatory Commission (NERC) to distribute power in four (4) franchise states: Rivers, Bayelsa, Cross River and Akwa-Ibom.

Workforce PHED is adequately staffed with about 1300 personnel besides ancillary staff. The MD/CEO pilots the affairs of the company and is supported by other principal staff who contribute to the growth and sustainability of the company.
